Message opens the recirc valve to relieve that pressure. If the controller is reading vacuum, because it's behind the TB, it will allow the pressure to continue building, because it does not know there is pressure. So, no, the recirc valve would not "normalize the difference," because it wouldn't know there is a difference. ... You want the recirc valve to know the instant there is too much pressure, so read the pressure in front of the TB. (I didn't say this any better than Barry, but maybe different words will convey the message.)
